Canada is taking bold steps to tackle labour shortages and boost economic growth in smaller communities with the launch of two new immigration pilots—the Rural Community Immigration Pilot (RCIP) and the Francophone Community Immigration Pilot (FCIP). These programs, announced by Immigration Minister Marc Miller, aim to attract and retain skilled newcomers in rural and Francophone minority regions, creating new opportunities for both businesses and immigrants.
What’s New in 2025?
- RCIP Builds on RNIP’s Success – The former Rural and Northern Immigration Pilot (RNIP) helped many rural businesses hire skilled foreign workers. RCIP will continue this mission, helping more communities fill job vacancies.
- Stronger Francophone Immigration – The Francophone Community Immigration Pilot (FCIP) is designed to increase the number of French-speaking newcomers settling outside Quebec, strengthening Francophone communities across Canada.
- 14 Rural & 6 Francophone Communities Included – Selected communities will have a structured pathway to permanent residency, allowing skilled immigrants to build their future in smaller towns and cities.

Rural Community Immigration Pilot (RCIP) – 14 Communities
These communities are selected to address labour shortages and support economic growth:
- Nova Scotia: Pictou County
- Ontario: North Bay, Sudbury, Timmins, Sault Ste. Marie, Thunder Bay
- Manitoba: Steinbach, Altona/Rhineland, Brandon
- Saskatchewan: Moose Jaw
- Alberta: Claresholm
- British Columbia: West Kootenay, North Okanagan Shuswap, Peace Liard
Francophone Community Immigration Pilot (FCIP) – 6 Communities
This pilot focuses on increasing French-speaking immigration outside Quebec:
- New Brunswick: Acadian Peninsula
- Ontario: Sudbury, Timmins, Superior East Region
- Manitoba: St. Pierre Jolys
